Mary Baine Appointed as New Executive Secretary of ATAF

The African Tax Administration Forum (ATAF) has announced the appointment of Mary Baine as its new Executive Secretary, effective July 1, 2025.



ATAF serves as a collaborative platform that unites tax administrations across Africa, facilitating discussions and capacity-building initiatives aimed at enhancing tax systems to support the sustainable development of African nations.



The announcement was made earlier this week by Edward Kieswetter, the Commissioner of the South African Revenue Service (SARS) and the current Chair of ATAF. Baine will succeed Logan Wort, who has led the organization since 2009.



Baine, who previously served as the Commissioner General of the Rwanda Revenue Authority and has been the deputy executive secretary at ATAF, is recognized for her extensive leadership experience and commitment to fostering fair, effective, and inclusive tax systems throughout Africa. Kieswetter highlighted that Baines appointment signifies a new and promising chapter in ATAFs evolution.



Kieswetter emphasized that Baines extensive expertise, demonstrated leadership, and unwavering dedication to the Forums mission uniquely position her to guide ATAF into its next phase. He expressed confidence in her ability to lead the organization effectively, given her background and commitment to advancing tax administration across the continent.



ATAF plays a crucial role in enhancing cooperation among African tax authorities, promoting best practices, and building capacity to improve tax collection and compliance. Under Baines leadership, the organization aims to continue its mission of strengthening tax systems that contribute to the economic growth and development of African countries.



As Baine prepares to take on her new role, the focus will be on addressing the challenges faced by tax administrations in Africa, including the need for modernization, increased efficiency, and the promotion of equitable tax policies. Her leadership is expected to drive initiatives that will enhance collaboration among member states and improve the overall effectiveness of tax systems across the continent.
