The Extra-Ordinary Summit of the Heads of State and Government of the Southern African Development Community (SADC), hereafter called Summit, was held on 04 November 2023, in Luanda, Republic of Angola. 2. Summit was of cially opened and chaired by, His Excellency Mr. João Manuel Gonçalves Lourenço, President of the Republic of Angola and Chairperson of SADC. 3.
